Working in Rwanda: market, permits and applications

Rwanda had around 4.4 million people in employment and 780,000 unemployed in 2024 (NISR). Foreigners apply for their permit online via Irembo, at 50,000 to 150,000 Rwandan francs depending on the category, and Job in Rwanda centralises vacancies and tenders.

Rwanda's labour market in figures

The 2024 Labour Force Survey by the statistics institute (NISR) counts around 8.3 million people aged 16 and over. Of these, 4.4 million are in employment, 780,000 are unemployed and 3.1 million remain outside the labour force.

Rising labour force participation in Rwanda

The participation rate reached 62.9% in 2024, 3.6 points higher than in 2023, and has been rising since 2022. The official unemployment rate does not appear on the page consulted; the 2025 annual report, published in March 2026, updates it.

Rwanda's 2018 labour law

Law No. 66/2018 of 30 August 2018 regulates labour and repeals the 2009 law. It sets the minimum age for employment at 16. The Ministry of Public Service and Labour (MIFOTRA) is responsible for overseeing it.

Unfair dismissal in Rwanda: what the law provides

In the event of unfair dismissal, the law provides for damages of three to six months' salary, and up to nine months beyond ten years of service. Keep your contract, payslips and letters: they will be essential if you challenge a dismissal.

Rwandan H1 and H2 permits for skilled workers

The H1 category targets skilled workers whose occupation appears on the occupations in demand list; it costs 150,000 Frw for up to three years. The H2 category, sponsored by the employer, costs the same for two years.

H4, N2 and Q1 permits in Rwanda

The H4 permit, at 50,000 Frw, covers semi-skilled workers and artisans who are nationals of the region. The N2 is for NGO employees and the Q1, valid for one year, for staff of multinationals with a regional headquarters in Rwanda; each costs 150,000 Frw.

Filing your permit application on Irembo

Permits are issued by the Directorate General of Immigration and Emigration (DGIE), and applications are made online on the Irembo platform. Prepare legible files of each document to avoid a rejection or a request for additional information.

Job in Rwanda, a very active job platform

On 9 October 2026, Job in Rwanda displayed 89 job vacancies, 62 tenders, 28 consultancies and 3 internships, posted up to the previous day. Adverts cover Kigali, Huye, Musanze and other towns. AfriCareers also offers a Rwanda menu.

Rwandan minimum wage: no rate in force

Rwanda has legal provisions on the minimum wage, but in 2025 the ILO deems them non-operational, owing to the lack of an implementing decree or of any adjustment over a long period. No floor is therefore enforceable, so compare several equivalent offers before setting your salary expectations.

Digital and innovation in Rwanda

The African Development Bank cites the Rwanda Innovation Fund among the programmes it supports in entrepreneurship and digital skills. Developers, data analysts and project managers should see our page on IT and telecoms jobs.

Tourism and hospitality in Rwanda

Jeune Afrique compared the tourism recovery of several countries, including Rwanda, though we were unable to verify the details. Professionals in hospitality, catering and guiding will find pointers on the page about hospitality and tourism.

Rwanda's neighbours: Burundi and Uganda

Some regional vacancies target several countries at once, and the H4 permit eases mobility for nationals of the region. For comparison, read our guides to employment in Burundi and employment in Uganda.
