Unemployment in Ethiopia: the 2024/25 survey figures

The labour force module of the NIHS survey, published in September 2026, puts national unemployment at 9.6%. It affects 12.8% of women and 7.2% of men. Fieldwork ran from September 2024 to August 2025.

The gap between Ethiopian towns and countryside

Unemployment reaches 17.2% in urban areas compared with 7.4% in rural areas. Among 15 to 35-year-olds it stands at 12.9% nationally, but at 20.6% for young town dwellers, against 10.2% for young rural residents.

Addis Ababa and Dire Dawa, urban markets under strain

In the capital, unemployment is 19.1%, and 20.3% among young people. In Dire Dawa it stands at 14.5%, and 17.7% for young people. In towns, it is best to stand out through your skills.

Agriculture, services, industry: the structure of Ethiopian employment

Formal and informal employment in Ethiopia

Nationally, 53.9% of jobs are formal and 44.2% informal. Informal work accounts for only 22.8% in towns, compared with 53.2% in rural areas. In urban centres, a written contract is therefore more common.

Ethiopia's Labour Proclamation No. 1156/2019

Labour law rests on Labour Proclamation No. 1156/2019, which replaced Proclamation No. 377/2003. According to the ILO, it grants migrant workers in a regular situation the same rights as Ethiopians. A national employment policy has existed since 2016.

Ministry of Labor and Skills

The Ministry of Labor and Skills (MoLS) is the supervising authority for employment and vocational training. The authority issuing work permits to foreigners has not been confirmed by our sources, so have the employer clarify the procedure.

Ethiopian minimum wage: no verified national amount

No national minimum wage has been confirmed. The ILO has published a note entitled Wage in Ethiopia: Starting the Conversations on opening a debate about wages. Compare offers for the same occupation to gauge a reasonable level of pay.

Refugees and the right to work in Ethiopia

In 2019 Ethiopia adopted a refugee proclamation, No. 1110/2019. In October 2025 the World Bank presented a so-called Right to Work directive which, according to its title, opens access to work for refugees.

Ethiojobs displays more than 1,100 vacancies in 2026, with pages by region. Afriwork, based in Addis Ababa, combines employment and freelancing, distributes its adverts via Telegram and accepts TeleBirr and CBE Birr. Its audience figures are not audited.
